It is now nearly three years since LQM and the Chartered Institute of Environmental Health first collaborated in the production of a set of 31 Generic Assessment Criteria under the “old” probabilistic CLEA model when the production of equivalent values by the Environment Agency had stalled. Defra’s publication of its “Way Forward” paper in late 2006 and the decision in that to move to a fully-deterministic CLEA model rendered our original work obsolete. The department’s subsequent aim to develop a revised set of minimal risk SGVs lent impetus to the idea that we should revisit our past work and contribute to the same end.
Drawing on past experience gained during the publication of the 1st Edition (2007), we adopted the same model as before, based around a residential workshop, again hosted at the University of Nottingham’s Ebdon Laboratory in January 2009. The workshop brought together 82 practitioners from both the public and private sector who sourced contaminant specific toxicological and physico-chemical input data for use in the derivation of the GAC using the CLEA v1.04 risk assessment model. Following a rigorous review by the LQM team, the results of this collaborative effort have been published within the 2nd Edition (2009) to provide a transparent set of GAC for 82 substances (including isomers & congeners) compliant with UK policy and guidance for use in generic quantitative human health risk assessment.
It is hoped that this publication assists the wider contaminated land community in fulfilling their roles and responsibilities in their day-to-day work in the management of land contamination as equally well as the 1st Edition. Assessment of Environmental Legislative and Associated Guidance Requirements for Protection of Human Health - SNIFFER Report UKCC02 (2007). The Scottish Environment Protection Agency (SEPA) and the Environment and Heritage Service (EHS) have a responsibility under a number of legislative frameworks to ensure that the risks to human health posed by environmental hazards are taken into consideration in their decision making processes. This includes not only responsibilities under specific environmental regimes for example those concerning Pollution Prevention and Control but also wider duties in relation to, for example, the Human Rights Act 1998. To assist agency staff and others including statutory consultees, applicants and other stakeholders to fulfill their roles and responsibilities under each of the different legislative regimes the agencies must ensure there is appropriate guidance available to clarify the roles and responsibilities of the various stakeholders and guidance on how to meet these responsibilities. This project sought to identify the legal duties and responsibilities under the various legislative provisions and also assess the effectiveness of the available guidance in assisting agency staff and other stakeholders in meeting their responsibilities relating to the protection of human health. The main objectives were to develop an understanding of the requirements of relevant legislation with respect to human health and to identify the roles and responsibilities of the agencies under these legislative frameworks, assess the effectiveness of existing guidance available to agency staff and others to allow them to fulfill their duties with respect to the protection of human health, identify gaps in the guidance and prioritise areas where additional guidance is required, and develop generic guidance that can be applied across a range of legislative regimes to assist agency staff and others where gaps in the available guidance have been identified. The final report deals with the first three objectives and is intended as a technical reference document. The generic guidance outlined in the fourth objective is presented in a stand-alone report “UKCC02: Environmental Legislation and Human Health – Guidance for Assessing Risk”. The Concerted Action on Risk Assessment for Contaminated Sites (CARACAS) was set up in order to address the issues relating to contaminated land risk assessment in Europe. It was initiated by the German Federal Ministry for the Environment, coordinated by the Federal Environmental Agency and brings together the combined knowledge of academics and government experts from 16 European countries.
Our books are one of the major outputs from this scientific partnership and summarise the conclusions and recommendations drawn by CARACAS scientists for various practical, policy and research areas related to risk assessment of contaminated land.
